To long-time readers, it may have seemed to taken forever, but we've completed the non-profit process and now are an official 501(c)3 non-profit foundation! We've been working on this for quite some time and are very pleased to be able to announce it.

With this announcement, we also are pleased to present the umbrella portal for all our various projects, PJFI.org. From a citizen of Florida responding to Bill 265 House vote on 4/13/2011

What does being stopped for speeding, for example, have to do with a registered sex offender being a flight risk?  We need to stop punishing these people and focus on the 5% of registered sex offenders who are, indeed, a danger to the public.  Our Florida laws regarding sex offenders MUST be revisited.  Enforcing them is unnecessarily expensive and totally unfair.  We do not need more continuing punitive legislation. 

My friend's 18-year-old son took his 17-year-old girlfriend to the prom and the date ended with him having sex with her.  Her mother found out and had him arrested.  He is out of jail now and on the registry.  He cannot get a job because the registry comes up on a background check.  He fears going to college because of the harassment he has seen other friends go through.  He may not live at home with his parents because they live withing 2000 feet from a school.  Every new law tightens the noose of punishment.  He will never have a normal life as long as he lives in Florida.  Most other states have a tier system or programs of risk assessment evaluation to determine the likelihood of re-offending.  More than that, Michigan is right now changing its laws to institute the tier system.  In a tier system, this boy's crime and many other minor offenses, such as victimless crimes, would be considered tier one and not on the registry.

It has become too costly to track all of the people on the registry.  So what is Florida doing?  Florida is using more legislation and enforcement resources to punish these people over and over again.  Who benefits?  Not the taxpayer who must foot the bill for enforcement, clogging the courts and tying the hands of judges. 

Please  vote NO on HB 265.

Ignore me--just venting again!

Someone please, please tell me, is it true that it only took one person to remove prayer from school? So if the answer is yes "How" in God's holy name could that have ever happened. Where is the census of individuals across the United States of America in such a significant impact that has been changing America ever since? 

Then, if this can be the case, what about when a handful of angered parents with wealth and influence ruin not just a couple lives but thousands and thousands. We--okay, "WE" did not allow anything dealing with the Adam Walsh Act, Megan's Law and more pressuring to the injustice of Americans. Emergency session? no quorum....? How did that happen....? 

We were railroaded and now blindsided with the chain-reaction that has caused rocks falling from the tallest mountainside, and that avalanche will continue to rain until America is suffocating and beneath the inequitable and punitive rubble of injustice and hate.

We aren't talking sexual predators here but low-risk, non-violent, first-time offenders that thoughtlessly acted out.

So very, very wrong? How can legislators blatantly tell you to your face something that is contrary in how they actually vote in session. Where is the truth that at one time stood up for something right? Where is our values even after based with fact and studies?

Our four fathers believed life, liberty and the pursuit of happiness and fought for this so our country can stand tall but somewhere along the way I see Uncle Sam with hunched shoulders and feeling a little betrayed

Let's look at this with common sense and not through the eyes of parent's hysteria. 

We all want protection with our children and we all want justice. 

The Unit has ruined lives over inadvertent downloads with first-time, low-risk offenses. The Unit seems to entraps many so don't be fooled by its so-called life-saving protection. It doesn't. Hand it over to FDLE and let them run it. Not where an 18 year old downloads two images unintentionally with a multiple of other files and the Unit storms in like saviours of society with ten SWAT-like individuals who bust down your door and treat you like someone who isn't human and has no rights in the United States of America. 

Thank you Governor Scott for stopping this insanity that ruins young peoples lives. Redirecting protection, finding other ways to become a better Florida, being sensible while cutting budget.

President and Dean Eric Janus was quoted in Politics in Minnesota in an article discussing the problems that still exist with the Minnesota Sex Offenders Program. Despite having been in place for many years, the program has still never successfully rehabilitated and released a civilly committed sex offender. “We finally have official acknowledgement that the program is substandard coming from an authoritative arm of the state government,” said Janus. “I think it’s a picture of a program that is broken at the most fundamental levels.”

A Pensacola couple and their teenage son have been arrested on charges stemming from sexual offenses against their 8-year-old daughter.

Scottie Louis Cox of the 1700 block of Athens Avenue and Julie Yvonne Cox of the 8200 block of Sedgefiled Drive were arrested Monday.

Scottie Cox, 36, and Julie Cox, 35, have been charged with child neglect without great harm, according to the Escambia County Sheriff's Office report. So the parents are charged with neglect w/o great harm (likely little jail time if any) while the son, that was likely shown the same thing by someone else, gets sexual battery (jail time) with life registry. His life is ruined while the parents will get their daughter back and go on with their lives. Where is the culpability with that? Parents need to realize and expect some of the consequences especially with considering that the parents allegedly knew what was going on.

The couple's 15-year-old son is facing a charge of sexual battery by a person age 18 or older on a person less than 12 years old.

The girl was sexually victimized since May at least twice by her brother, according to the report.

Her parents knew of the incidents but failed to report the sexual abuse or seek counseling, the report said.

The 16-year-old boy who pleaded no contest Monday to sexually assaulting a 14-year-old girl probably was not thinking her age would make a difference if they got caught.

He was wrong.

The March 1 incident at Tate High School has prompted discussion about where the line is drawn between a sex crime and misconduct involving two students.

The boy was accused of pushing the girl's head toward his genital area during a reading class. On Monday, he was placed on probation until he turns 19.

He told investigators he wasn't the aggressor; rather, he said he pulled back his shorts to expose himself when the girl asked him to. The girl told school officials she was forced.

Actually, under the law, it makes no difference.

The girl's acquiescence, if true, would not be a legal defense. She is not old enough to give consent, according to state law.

If a teen 16 or older engages in sexual activity with another who is younger than 16, it is a crime, even if both consent.
Laws on consent

Brian Shorette, an Escambia County Sheriff's Office sex crimes investigator, said it is crucial for parents to talk to their children about consent laws.

"A lot of kids are aware that there is some law out there that's controlling what they're supposed to do, but I doubt many of them know exactly what it is," Shorette said. "If they're under 16, they can't consent to any sexual activity, whether it's just touching or sex."

Teens can face felony charges for sexual assault in two main areas. The first is sexual battery — the penetration by or union with the sexual organ of another or penetration by any object. The second is lewd and lascivious molestation — intentionally touching the breasts, buttocks or genital area, or the clothing covering them.

Assistant State Attorney Anne Patterson said there are a lot of good reasons for children under 18 to refrain from engaging in sexual activity besides the fact that it could be against the law.
"There are health concerns, the threat of unplanned pregnancy, the disruption of their education and general mental health issues in engaging in that behavior before they're economically or emotionally ready for the implications," she said.

My son Cody was one of eleven young US Marines who were arrested and prosecuted for relationships with a 13 year old girl who lied about her age. Eleven young men who have lost their military careers. Eleven young men who made a mistake, one by one. Each circumstance different, yet each circumstance so very similar.

Cody met Sarah at a park-like area by the Colorado River in Arizona, an area where many of the younger military personnel gather after floating down the river. They talked for awhile and she later acquired his phone number from another young marine and called him. Sarah told him she was 18 and on another occasion, she told him she was 17 and would be celebrating her 18th birthday the following month.

Late one night, Cody received a call from this Sarah. She was crying and said that her father had “thrown her out of the house” and “she was walking in the dark”. What Cody did not know was that Sarah was only 13 years old. He immediately left the base to pick her up as he did not want her to be walking alone at night.

Sarah’s father called the police and reported her as a runaway. A description of Cody’s truck was given to the local police department by a friend of Sarah’s who felt that Sarah was likely to call Cody to pick her up. Shortly thereafter, Cody was stopped by the police due to the description of the vehicle he was driving .

As Cody pulled to the side of the road, wandering why he was being stopped by the police, Sarah revealed her true age.

Cody endured hours of interrogation and admitted to having consensual sex with Sarah.

Sarah admitted to lying about her age. She also admitted to having similar relationships with several other young marines.

Cody was taken to jail.

Sarah was allowed to return home.

Cody was not Sarah’s first sexual encounter, nor her last. Clearly, had Sarah committed a robbery or a murder, she would have been punished for her actions. Clearly, this young lady is in need of counseling and intense supervision as the road she is traveling is a destructive one, not only for her but for the young men who are infatuated by a girl who appears to be, and says she is, much older than her true age.

Sarah’s Facebook and MySpace pages display provocative photos which would be deemed inappropriate by most standards. The pages also list her age as 18. Hopefully, she will move on with her life in a more productive and sensible way. Unfortunately, it will not be as easy for eleven young men to move on with their lives. They have lost the honor of fighting for our country, many are serving time in the military prison, and they will forever wear the scarlet letter of “sex offender”.

Sarah? She is now living on a different military base with her family. May God help the next eleven young marines.

Usually I don't plan on commenting but sometimes after posting all these articles/information I just get perturbed and disappointed. A personal note venting my thoughts: 

Interesting outlook near end of article....Can you believe that people don't even consider that there are murderers , thieves and drunken drivers on the road that pass you every single day. Wake up people and realize what you are doing with these people you label se offenders. Most are low-risk, non-violent and never commit a crime again but only to be put back in prison for idiotic infractions such as so-called "absconding" because they have no other place to leave. Most were originally driven by hysteria with their charges.

So sad that America has come to this pathetic belittlement and hysteria. Our four-fathers would be so terribly disappointed after their fight to have a live free of tyranny....

In the second sweep of its kind in Tulsa, teams of law enforcement officers arrested eight convicted sex offenders on failure-to-register charges.

Members of the Tulsa Police Department's Exploitation Unit, the U.S. Marshals Service's Northern Oklahoma Violent Crimes Task Force and the Oklahoma Department of Corrections set out in March to find sex offenders who are in violation of sex-offender registration laws, police Sgt. John Adams said.

In addition to the eight arrests, 47 other sex offenders were located in other Oklahoma jurisdictions and out of state, Adams said. If an offender crossed state lines, agents are continuing to investigate whether charges are warranted under the federal Adam Walsh Child Protection and Safety Act.

And the search for violators isn't over, Adams said.

"This is the second one that we have done, and we are planning on doing them about every quarter, give or take," Adams said.

Adams supervises the Exploitation Unit, which investigates missing-persons and runaway cases, coordinates Amber Alerts, and maintains sex- and violent-offender registrations. Last summer, the unit signed an agreement to work with the U.S. Marshals Service's task force.

Then in September, the agencies took part in their first sweep targeting sex offenders who are charged with failing to register. The sweep in March was the second such crackdown.

Oklahoma law requires convicted sex offenders to specify where they intend to live when they leave Department of Corrections custody. Then, if they don't register in that city or any other jurisdiction, they are considered "absconders."

Offenders who move to Oklahoma from other states are also required to register here.

Adams said it is difficult to track registered sex offenders under the current laws and that it can also be very difficult to get charges of failing to register filed against them.

"Right now, it is very difficult to get charges filed on the absconders because of having to prove jurisdiction," he said. "We physically have to locate the offender living at a location where they are not registered."

Adams said detectives have cases where the offenders have signed paperwork, such as Department of Human Services or property records, that indicate that they live in Tulsa, but police still cannot get charges filed against them.

They also have cases where there is evidence that an offender has repeatedly used a debit card in Tulsa or has been stopped by police and told the officers that he lives here, but it still is not enough evidence for a charge, he said.

Some of the offenders who are now classified as absconders have gone to a police station and tried to register but were told that they couldn't because their addresses were in "safe zones."

A law took effect in 2006 prohibiting sex offenders from living within 2,000 feet of playgrounds, parks or child-care facilities. They were already prohibited from living within that distance of schools.

In Tulsa, that made more than 90 percent of the city a safe zone, meaning sex offenders couldn't legally live there. The restrictive residency laws have come under scrutiny because many sex offenders are no longer registering because they can't find a place to live legally.

"We have talked to legislators who say that they know it is a bad law, but they are not going to do anything about it," Adams said.

Proposed legislation: Tulsa police say pending legislation addressing sex offenders who live in mobile home parks will not affect the Tulsa area.

Last week, dozens of convicted sex offenders attended a legislative committee hearing to protest a bill they said will force them from their mobile home park in south Oklahoma City. The men who attended the meeting are residents of the Hand Up ministry, which houses more than 270 offenders in the mobile home park.

The bill states that mobile homes or trailers cannot be defined as multi-unit structures for purposes of sex-offender living restrictions.

The House Judiciary Committee approved the measure over the objections of some members who expressed concern that it would force the residents to become homeless.

On a Personal Note

Thanks for the opportunity to express my thoughts regarding the issue of citizens’ rights, particularly addressing certain sex offenders’ crimes that do not fit the devastating, inequitable and endless punishment given.


As you know, many young men and women lives across the nation are being destroyed by incarceration, life-time registry and restrictive laws that do more harm than good. For those individuals, there is no second chance.

Below is a personal letter to President Obama:

“Dear President Obama,

I truly agree with your sentiments that individuals, such as ex-felons, should be able to receive a second chance at life. Since we all know that one can veer off that path of life and travel along rough, rocky terrain, sometimes running off and ending up in some ditch. We all have made our fill of mistakes and sometimes those held a costly consequence that changed life forever. So we lived through it, trying harder to make things right with family, friends and those around us, but what about those who aren’t able to make things right even if they tried…because they’re labeled as too dirty, a leper, a person who is rejected from society and home.


But what if they’re a seventeen year old and had sex with a fifteen year old, consensual at that? Or they’re a teen that had gotten so enraged after a breakup that he sent out naked pictures of his girlfriend on his cell phone or email? Or an individual urinates where someone just happens to see them?


All are wrong and a travesty but do they deserve the life of no second chance with a registry that ends all. They are labeled, no jobs, no where to live…they have been deemed a menace to society, a plague. These certain circumstances, and many other situations similar to these, I believe still deserve a second change.

Fourteenth Amendment to the United States Constitution


Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.


After my son’s early release and two years of prison, I thought I had handled that fact graciously knowing after serving his time he would be able to get that fresh start, that second chance. He was an exemplary inmate, GED, college courses and vocational classes. Little did I know that a second chance on the outside was the farthest from the truth? He now struggles and lives in a trailer park sharing a trailer with another and surrounded by others in the same rocking boat, one to float endlessly in shark infested waters. I see him little because of probation requirements (he couldn’t live with us because we were 800 feet near a school). My family is afraid of what would happen to them if he lived with them…vigilantism. My son has no other place to stay since others condemn him of his crime that is screamed from the highest rooftop. Sex offender, sex offender!

Not all sex offenders are pedophiles or predators but some are simply young kids that make one stupid and rash decision that eventually changes everything, and they have no idea what they’ve done until their life is never their own. Exactly, where is that second chance for those sex-offenders who are lumped together with pedophiles and predators? Now, it makes me sick to think of my son’s future and many like him that are on the registry and many with no second chance…ever. I am asking you as a mother and as another concerned citizen of the United States that these laws are looked at again and taken into serious consideration in what they are doing to the Constitution of the United States, not for sex offenders in general but the future rights of every citizen, before anymore are put into effect. They unjustly strip an offender of their rights and place them in a guillotine that can be easily set off by anyone and at anytime. Where is the second chance for ex-sex offenders in the present, pending and future laws?”

What truly saddens me is the weakness and deterioration of what the sex offense issue is doing to our once, great nation. Across Europe, others are seeing the injustice and disregard of rights, but we ignore this problem and it makes me wonder where humanity is heading….

We have become a hysterical society in which our latest witch-hunt is a sex offender--no matter his/her crime.

“The tragic story of your son's death is just so sad that it's difficult to explain how. It was very hard to read your letters. It seems almost unbelievable that this can take place in a democracy! From our point of view, there is no justice in this. Not in any way: not for you, your son, the former girl friend – or even the state.

It is an abusive legal system. It seems barbaric. And we are so very sorry that this takes place. That's why it's so important for us to try to neutralize the debate with this…, hopefully making some changes. ….. to show the every day life of the sex offenders, trying to show how they keep on being punished, even after served prison time…..But we will for sure tell the story of the injustice that your son has been exposed to.”

I appreciate everyone's commitment and backing to protect everyone's civil rights, plainly as noted in the Constitution of the United States and is presupposed, giving ALL men are “life, liberty and pursuit of happiness.”
