Dear friends and colleagues,
As many of you know I have
been traveling around the country collecting interviews and research on the
impact of sex offender registration laws on child registrants (individuals
under age 18). As I head into the final stages of my research it brings me
great joy to say that you all are tremendous. I am forever bonded to the
families that have selflessly opened up their hearts and welcomed me into their
lives and their homes with open arms. Thank you.
I will start writing and
synthesizing the research in September 2012. The Human Rights Watch report is
scheduled to be published and released in November 2012. I will keep you all
posted on the progress.
In the meantime, I just
learned of a unique opportunity to educate the US Department of Justice on the
harm of sex offender registration laws. I will be meeting with the US
Government Accountability Office (GAO) in Washington, DC on Monday 7/30 @
2:00pm and I would like to take your voices with me. In preparation for this
meeting I would like to collect specific information on how the Federal Sex
Offender Registration and Notification Act (SORNA) and similar laws have
significantly impacted registrants and their families. I would like to hear
your thoughts on the following issues;
- How, if at all, have SORNA-related requirements, or
related state laws, affected registrants, who are;
a.
Prosecuted and convicted/adjudicated
delinquent for a sex offense and are required to register?
b.
Subject to non-public notification?
c.
Subject to rather public notification?
d.
Prosecuted and convicted of a registration
violation or “failure to register” offense?
e.
Completed their sentence/juvenile
commitment and are reintegrated back into the community?
Instructions are detailed on
the first page of the survey. To reiterate, my intention is to capture unbiased
and recent anecdotes and information about the effects of registration from
both adults and juveniles. The survey needs to be completed before Friday,
July 27, 2012 at 12 noon EST. Please feel free to forward this email
