GRAND RAPIDS – Thomas Carey, the former Grand Haven police officer accused of using his position to gain sex, is facing a federal lawsuit.
The city of Grand Haven is also named as a defendant in the suit filed in U.S. District Court.
Carey, who served a 60-day jail sentence for gross indecency and misconduct in office, resigned in 2009 after allegations of misconduct were reported.
Authorities say he received oral sex from women while he was on duty and in uniform.
The federal lawsuit comes as the city Monday night fired Department of Public Safety Director Dennis Edwards without explanation.
The allegations against Carey date to 2005.
The woman who filed the lawsuit said Carey responded to a 911 call at her home in January 2008. They discussed her incident, then he comforted her by placing his arm around her. He left, but returned 90 minutes later, and again comforted her.
A few days later, he returned, in full uniform, and demanded oral sex. For the next 14 months, this was repeated, the woman's attorney, Michael Ratton, wrote in the suit. At least 9 or 10 times, Carey was in uniform and on duty when he stopped at her home, he said.
When he was sentenced, Carey said: “I apologize to the victims, my family, my profession and my community.”
Carey has lost his police certifications with the two convictions, but is not on the state's sex-offender registry.He also was put on probation two years and ordered to complete 150 hours of community service.
